Administrative Items

• Rules of Order: The council reviewed the "School Community Council Rules of Order and Procedure" template.

 Motion: Thayne Weston moved to adopt these rules for Maple View.
 Seconded by Elisha Helpingstine. Approved unanimously.

• Council Elections: Nominations were held for leadership positions:
  • Chair: Samantha Rasmussen (Nominated by J. Hayden; Seconded by P. Lacey). Approved unanimously.
  • Vice-Chair: Paul Lacey (Nominated by S. Rasmussen; Seconded by C. Campbell). Approved unanimously.
  • Secretary: Cheryl Brown (Nominated by B. Powell; Seconded by T. Weston). Approved unanimously.
• Minutes Protocol: Andy Lund and the Board approved the use of AI tools to assist in generating meeting minutes.

2026-27 Meeting Schedule
The council set a tentative schedule for the 1st Wednesday of each month at 7:00
AM (excluding summer break).

• Upcoming Dates: April 8, May 6, Aug 5, Sept 2, Oct 7, Nov 4, Dec 2, Jan 6, Feb 3, March 3.
  •  Motion: John Hayden moved to accept the schedule. Seconded by Thayne Weston. Approved unanimously.

Trustlands & School Improvement

• Training: Members are directed to review the State Trustlands Website and the Trustlands Training Video individually.
•  Plan Draft: Principal Powell will email a draft of the Trustlands Plan today.
  •  Budget adjustment: The initial figure will be updated from $140,000 to approximately $200,000.
  •  Deadline: Aiming for submission by March 27, 2026, to ensure funds are available by the start of the school year.

Safety & Transportation

• Safe Routes to School: Andy Lund reported that the District is coordinating with Transportation to finalize routes, which will mirror Heritage Elementary.
• Crosswalks: Nibley City is responsible for crossing guards.
• Busing: Transportation will be provided for students who must cross the highway.

Action Items:

1. Council Members: Check email for a welcome message from support@utah.gov.
2. Council Members: Review the Trustlands draft and training materials before the next meeting.
3. Principal Powell: Adjust the budget numbers and email the plan draft to the committee today.

District Items

 

• Blair reported that construction is on schedule.  The district’s biggest concern is the elementary school in Hyde Park (pictures attached).

Our preliminary enrollment numbers for Maple View Middle School are 1,340.  This is currently registered students. 

• Recently Hired positions include:  Counselor, Band Director, Orchestra Director, French DLI Teacher, SpEd Teacher
• Next Hires:  Arts, Music & Social Studies, ELA, SpEd Teacher, Copy Center Coordinator, Custodians, Food Service Workers, ELS Aides

Blair stated that we are hoping to have all teaching positions filled by the end of May.

Trustlands Update (proposal included)

 

8/10 members responded affirmative to our online form.  Blair reviewed the plan outlined in the Google form and answered all questions the committee members had.  John Hayden made a motion to accept the plan and Thayne Weston seconded the motion.  The motion passed unanimously.  

 

The SCC Signature Form was passed around for signatures and approval.  This will be submitted to the district office.

Other Items

 

Samantha Rasmussen volunteered to represent Maple View Middle School as the Facilities Advisory Committee Representative.  Previously this committee worked on realignment.  Their focus moving forward will be to generate a long term plan for the buildings in our district.    What are our real needs that align with our community values?  They want to have a more proactive approach rather than a reactive approach for building maintenance/updates.

 

Elisha Helpingstine volunteered to serve on the Novel Review Committee.  This committee meets on an as needed basis.  The review will be for the novel “The Giver” currently used in our 6th grade curriculum.

DWA, the construction firm, expressed strong confidence in meeting the August 1st handover.  Major finishes are underway; limited access due to ongoing construction zones.

• Carpet installation is complete in the Media Center, transforming instructional spaces.
•  Hardwood floors have arrived for the gym and could be installed imminently, signaling rapid progress on critical areas.
• Despite progress, access remains limited due to ongoing construction zones, restricting entry to the site.

Facility condition assessment drives future planning decisions

• The Facilities Advisory Committee (FAC) uses a zero-to-one scale to rank schools by building condition, with newer schools scoring zero and older ones like Skyview scoring around 0.8.
•  Factors include building age, technology capabilities, and safety concerns, especially for schools with multiple outbuildings like Skyview.
• The FAC’s focus is shifting from new school construction to evaluating existing facilities for renovation or replacement. They are working on a plan within the next year.
• Long-term cost-benefit analysis favors rebuilding over renovation, as new construction takes about 18 months while renovations can disrupt students for up to five years.

• Comparisons to districts like Logan and Park City illustrate the disparity in local tax revenue and funding capacity.

Hiring:

Hiring for key positions ongoing ahead of the school year. Urgent needs include a Mental Health Counselor and SpEd Teacher; goal to hire by the end of May.

 

School Safety and Emergency Planning:

The safety plan for the new Maple View campus emphasizes efficient evacuation routes and expanded muster points to handle increased student numbers safely.

Tailored safety plan addresses unique building and student needs

• Deputy Adams and Andy developed a plan leveraging three stairways to reduce congestion during evacuations, improving on previous challenges at Ridgeline.
• Six muster locations will replace the previous single muster point to prevent overcrowding among 800 students.
• Coordination with neighboring Heritage school is ongoing to define separation or combined emergency procedures on the shared campus.
• State training scheduled for June 10-11 will inform final safety protocols for rollout.

• PowerSchool scheduling runs achieve about 90% student placement in initial simulations, considered a strong position heading into August.
• Counselors are prepared to adjust the remaining 10% to finalize schedules.
• Minor changes to class assignments cause cascading schedule adjustments, demonstrating the complexity managed by scheduling leads like Matt Southam.

Updates to the Trustlands and Teacher and Student Success Act (TSSA) plans ensure compliance and readiness for state approval.

• Minor corrections made to capitalization and action plan totals to align with council and district feedback.
• The district council reviewed the plan before submitting to the state. The state is expected to publish the plan soon.

TSSA plan clarifies funding oversight and school-level control

• TSSA provides additional state funds targeting the school’s greatest needs, complementing Trustlands funding.
• Oversight for TSSA rests with the school rather than the district community council.
•  Community council members were invited to provide feedback via email after the meeting.

Recent data breaches affecting Canvas and PowerSchool have prompted temporary workarounds and ongoing reactive measures.

Data breach impacts require immediate workarounds

• Loss of data integration between Canvas and PowerSchool forces teachers to use manual processes temporarily.
• Both systems suffered breaches within months, possibly connected by similar social engineering attacks.
• The district is still assessing longer-term solutions as the situation evolves.

• The meeting acknowledged that such breaches may become more common, emphasizing the need for vigilance.
• Understanding of attack vectors remains limited among staff, indicating a need for enhanced cybersecurity education.
